1. Purpose: To supply new engines, starters, transfers, differentials, transmissions and torque converters as part of Red River Army Depot’s (RRAD) program to convert/recap M1151 series to M1151R1 series military HMMWV. The repair program for this PWS consists of “power-packs” of power train components including:
a. Engine: The contractor will be provided used power-packs with 6.5L engines. All engines shall be replaced with new 6.5L (turbo) fully dressed engines P/N (1249446-1).
b. Starter: The contractor will receive a used starter and exchange it with a new starter (P/N 12339360).
c. Alternator: The contractor will receive used alternators and exchange it with a new 200 amp alternator (P/N 12447109).
d. Alternator Mounting Kit: All alternators mounting hardware will be for the 200 amp alternator.
e. Automatic transmissions: The contractor will receive used transmission 2520-01-489-0850 PN 57K3570, and replace return using new transmission (P/N 12469449-8).
f. Transfers: The contractor will receive power-packs with a PN 21908, NSN 2520-01-409-2512, transfer, and shall return and replace using new transfer
P/N (6031727). g. Differential Assemblies: The contractor will receive two un-mounted differentials (one front and one rear) which may be one of the following: 2520-01-416-5217, 2520-01-461-7851, or 2520-01-498-9104, and shall supply new PN 6048217 and RCK17304 with 4 EA 5939517 seals.
2. Contractor Qualifications: The program requires remanufacture from vendor sources who are designated by GMC as authorized rebuild centers or vendors that can provide objective evidence that validates their rebuild process, parts, testing and service meets GMC OEM specifications and authorization standards. The contractor shall perform testing that meets OEM specifications. In addition contractor must be able to provide objective evidence such as a certificate of conformance or other documentation that validates GMC authorization as an OEM rebuild center.
3. Specific Repair Requirements:
a. Repaired Components: Where repaired components are allowed, the contractor shall provide components that are remanufactured to authorized OEM or NMWR standards. All mandatory replacement parts as specified in the NMWR, technical manuals (TM) and specifications, shall be replaced. All mandatory replacement parts shall meet OEM specifications. All replacement/repair parts, seals, gaskets, sealants, adhesives, and fluids that are utilized by the contractor in the remanufacture process shall conform to OEM specifications. The engine/power-pack remanufacture requirements shall include remanufacturing testing and inspection of the starter and transmission.
b. Power Pack Condition and Fluids: All delivered power-packs shall consist of new components, and shall be in a ready-to-run- configuration for direct installation into a vehicle. Engine lubricating oil, transmission hydraulic fluid, transfer case and differentials utilized for testing of the components need not be drained unless such fluids present a leakage problem during shipment. If fluids are drained from the units the contractor shall attached a tag to each unit stating this - for example: Fluid drained. Refill before operating.
c. Testing: The contractor shall test each power-pack component as specified by the NMWR and technical manuals and specifications and to OEM standards. The results shall be recorded in the Final Inspection & Acceptance Record (FIR) or provided in a separate test report. The test data, identified to the component by serial and part number, shall be annotated in the objective evidence record (OER) or provided in a separate test report. The contractor shall provide the OER or FIR with serial numbers to RRAD.
d. Cleaning & Painting: All components shall be cleaned and stripped of any/all paint, residue and corrosion. Commercial OEM painting is acceptable.
e. Protection: When component repair is complete, the contractor shall take adequate measures to ensure that components are protected from the elements to prevent deterioration/corrosion until delivered to RRAD.
f. Transportation: The Contractor will pickup and deliver all components in accordance with the delivery schedule to RRAD. Power packs will be received by the contractor and shall be returned to RRAD on a contractor furnished power pack transport stand. The differentials will be received and returned at the same time as the power pack, but in separate reusable containers. The exchange of component assemblies will be arranged through the Red River Army Depot designated Technical Point of Contact.
Engines and power train components: Although the parts below are listed separately, the contractor shall provide one complete engine assembly, torque converter, transmission, and transfer case together in a power pack and in a ready to run configuration. Front and Rear Differentials will be received and shall be delivered un-mounted. The power-packs returned to RRAD shall include the following components plus new mounting hardware:

4. Requirements of Replaced Items: All replaced items shall meet OEM new or NMWR/TM remanufacture specifications and the contractor shall provide OER with serial numbers to validate conformance as specified in paragraph 3 above.
5. Technical Information: The NMWR's will be available in electronic form (PDF file) from RRAD. The contractor shall be responsible for obtaining technical manuals, specifications and other data that is required to conform to the inspection, overhaul and test requirements that are set forth in this PWS.
6. Warranty: The contractor shall furnish a 12 month warranty or the industry standard OEM commercial warranty, whichever is greater, on all parts and labor of each component of the power pack assembly.
7. Requests for Deviations:
a. The contractor may submit requests for relief from a particular requirement without affecting a change to the applicable technical data. These requests shall be submitted in the form of Request for Deviations (RFDs). Submit the RFDs to the RRAD Administrating Contract Officer (ACO).
b. Sufficient supporting data to evaluate the proposed request to deviate or waive requirements, legible and in electronic format, such as drawings, supplemental drawings, sketches, specifications, e-mail messages, manufacturer's data sheets, etc., shall be included with all RFD actions."
